What changes from 2027?
According to 360.ru, the experiment will cover all Russian regions except Moscow and the Moscow Region.
1. Register-based model. Employers will be able to recruit foreign workers only after inclusion in a special register.
2. Fixed-term contracts only. Employment agreements will be concluded for a defined period.
3. Electronic document management. All information will pass through a unified system operated by the organised recruitment provider.
4. Taxes allocated to regions. Personal income tax will be paid to regional budgets through fixed advance payments.
Why is this happening now?
The Ministry of Labour forecasts that Russia’s labour shortage could reach 3.1 million people by 2030.
According to SuperJob statistics, 78% of companies already report staffing shortages, rising to 83% in construction.
